Emerging Threats to Critical Information Infrastructure: The Important of Governance in a RAPLEX World

In a recent workshop on Critical Information Infrastructure (CII) held by NISC in Osaka, Japan, Sam Jacoba, Head of Strategic Communication and Brand of AJCCA, highlighted the pressing challenges posed by the evolving global landscape. Jacoba underscored how the traditional VUCA framework—describing a world that is Volatile, Uncertain, Complex, and Ambiguous—continues to be relevant. However, he pointed out that the emergence of new frameworks such as BANI (Brittle, Anxious, Non-Linear, and Incomprehensible) and RAPLEX (Rapidly changing and Complex) is increasingly critical for understanding and addressing the unprecedented threats to CII.

Jacoba explained that the BANI framework is particularly pertinent in the current era, where CII systems, while appearing robust, are increasingly brittle and susceptible to sudden breakdowns. This fragility, coupled with the anxiety that constant threats generate, the non-linear nature of cyber-attacks, and the incomprehensible complexity of modern technology, demands a new approach to governance. The RAPLEX environment further compounds these challenges, as rapid technological changes and unpredictable threats outpace traditional governance models, leaving critical systems vulnerable.

Given these realities, Jacoba emphasized the importance of appropriate governance in safeguarding CII. He argued that adaptive, forward-looking strategies are essential to mitigate the risks posed by the VUCA, BANI, and RAPLEX environments. This includes not only strengthening cybersecurity measures but also fostering a culture of resilience and proactive risk management. The workshop concluded with a call to action for governments and organizations worldwide to reevaluate their CII protection strategies, ensuring they are equipped to handle the complexities of today's rapidly changing and increasingly dangerous digital landscape.
